You can load 9mm bullets in .38 special cases and shoot them in .38 special or .357 magnum revolvers. The 9mm bullet is .355 inches in diameter,
On the other hand, the one that is 38 special and 9mm, not so much. If you are careful about final size on cast bullets, you can make many of the same bullets work between both calibers, 9 and 38. When talking about jacketed bullets, the difference between the .355 versus the .357 is sometimes enough to cause issues.
